Originally this character existed solely because I thought of the name and battlecry "e;enemies, meet shield!<" so I had no idea about a concept for the character or costume.
Then MO AB suggested a space pirate theme. The pirates would teleport on to their victims' ships and plunder any useful loot they could. That took care of the travel power and granted some freedom in costume choice: something high-tech that could be interpreted as having being cobbled together from ill-gotten gains.
The only remaining stumbling block was the backstory. Why are space pirates joining a hero supergroup? MO decided this was because they wanted access to some goodies the Kineticist had stashed away somewhere and hence they were infiltrating his organisation.
