The theme behind this guy is a Mad Max-style post-nuclear apocalypse with harsh weather (Ice) and radioactive fallout (Rad). Hence the all black costume, disfigured and discoloured skin and the chains.
Originally Post-Apocalypse was a Storm/Radiation Defender. Storm turned out to be less cool than it at first felt but I liked the character's concept. Hence Post-Apocalypse v2 is a controller but with similar powersets.
Backstory:
Asked by Portal Corp. researchers to investigate dimension Mu Kappa 6-17, a team of heroes led by the Institute for Supraphysical Research's MO AB, Catpain Ruffles and The Kineticist found an Earth devastated by nuclear holocaust.
Global thermonuclear war had engulfed MK6-17 Earth, melting polar ice caps and ushering in a new ice age on course to freeze those parts of the planet which had not already been reduced to radioactive rubble.
Amazingly, the ISR team found survivors on this doomed world, all of whom had experienced startling mutations mirroring their planet's own cataclysmic changes. One such survivor was Gregory Jones, who agreed to travel to our dimension and assist the ISR with its research.
Adopting the pseudonym Post-Apocalypse, Jones soon proved that his ability to manipulate ice and radiation could be used to assist his adopted new city's fight against supercrime.
